A New Responsibility, A Greater Challenge: Afroza Khanam Rita Takes Charge of Bangladesh’s Food Ministry

Al Mamun from USA, August 21, 2026: In a major cabinet reshuffle, Afroza Khanam Rita, Member of Parliament from Manikganj, has been given a new and highly significant responsibility as Minister of Food, after serving as Minister of Civil Aviation and Tourism.

The reshuffle was announced by the Cabinet Division on Friday night, following the swearing-in of four new ministers and two state ministers at Bangabhaban. The changes mark the first major cabinet reshuffle of Prime Minister Tarique Rahman’s government, roughly six months after the government took office.

The announcement of Rita’s new assignment has generated considerable interest among her supporters and people in Manikganj.

At first glance, moving from Civil Aviation and Tourism to Food may appear to be simply a change of ministry. However, the Food Ministry is one of Bangladesh’s most important and people-focused ministries, with responsibilities directly connected to the daily lives of millions of citizens.

The ministry plays a central role in food security, government food reserves, procurement of food grains, storage, distribution and ensuring the availability of essential food supplies during periods of crisis or natural disasters.

For the 2026–27 fiscal year, the Food Ministry has been allocated approximately Tk 32,414.58 crore, making it a substantially larger portfolio in budgetary terms than the Civil Aviation and Tourism Ministry.

The Civil Aviation and Tourism Ministry has been allocated approximately Tk 1,884 crore for the same fiscal year.

Why the Food Ministry Matters Politically

In a densely populated country like Bangladesh, food security is not simply an administrative issue—it is closely connected to people’s everyday lives and political stability.

The prices and availability of rice, wheat and other essential commodities, government food reserves, procurement from farmers, and food assistance during emergencies all fall within the broader responsibilities of the Food Ministry.

This means Rita’s new position places her at the center of several issues that directly affect ordinary citizens.

It also gives her a significant opportunity to demonstrate leadership on matters that people experience in their daily lives.

Promotion or Demotion?

Politically, it would be difficult to characterize Rita’s reassignment as a demotion.

She remains a full cabinet minister, with only her portfolio changing. Considering the Food Ministry’s large budget, extensive public responsibilities and direct connection to national food security, the move can reasonably be viewed as a strategic reassignment to another major ministry.

Meanwhile, M. Rashiduzzaman Millat, who had been serving as State Minister for Civil Aviation and Tourism, has been elevated to full minister and will take charge of that ministry.

Millat’s previous role in the ministry also provides an element of administrative continuity.

A Broader Cabinet Reshuffle

The changes involving Rita and Millat are part of a broader cabinet restructuring.

Prime Minister Tarique Rahman’s government has undertaken its first major reshuffle approximately six months after taking office. Four new ministers and two state ministers have joined the government, resulting in changes across several important portfolios.

The reshuffle therefore appears to be more than an individual change of responsibility. It represents a broader effort to reorganize ministerial responsibilities and strengthen the government’s administrative structure.

New Expectations from Manikganj

Rita’s new appointment is likely to raise expectations among the people of Manikganj.

Her supporters and constituents will now look to her to use her position to strengthen food security, improve food-grain procurement and storage systems, and make food distribution more effective and accessible.

Ultimately, the significance of a ministerial appointment is measured not simply by the title or size of the ministry, but by what the minister accomplishes for the people.

For Afroza Khanam Rita, the Food Ministry represents a new chapter—one filled with significant responsibilities, challenges and opportunities to make a direct impact on the lives of millions of Bangladeshis.

For her supporters in Manikganj, the appointment is also a source of pride and renewed hope.
