Emergency warning on travel agencies over human trafficking concerns: Information & Public Relations Officer of the Ministry of Civil Aviation & Tourism, Tariqul Islam, issues public caution

Dhaka, May 12, 2026: In light of recent international and domestic media reports related to human trafficking, the Ministry of Civil Aviation and Tourism has issued an urgent advisory calling on the public to exercise extreme caution when dealing with travel agencies.

According to a press release signed by Tariqul Islam, Information and Public Relations Officer of the Ministry of Civil Aviation and Tourism, a report titled “Human Trafficking in Russia: UK Sanctions on Bangladeshi Travel Agency,” published on May 10, 2026, in The Daily Star Bangla, has come to the ministry’s attention.

The ministry clarified that the agency involved in human trafficking activities is DREAM HOME TRAVELS (not Dream Home Travels and Tours Limited).

It was further stated that, following a report published in the Daily Kaler Kantho on January 28, 2025, titled “Eight Bangladeshis Trapped in War in Russia,” a verification by the ministry found that DREAM HOME TRAVELS (Certificate No. 0012021), owned by M M Abul Hasan, had its travel agency license expired on April 3, 2021.

The ministry emphasized that under the Bangladesh Travel Agency (Registration and Control) Act, 2013, registration of travel agencies is mandatory. All registration and renewal processes are now conducted online through the Travel Agency Management System (www.regtravelagency.gov.bd).

The press release further stated that operating a travel agency without proper registration or renewal is illegal. However, it has recently been observed that many agencies continue to operate even after expiration of their licenses or without registration, often engaging in fraudulent activities and harassment of customers.

To prevent such fraud and harassment, the public has been strongly advised not to engage in any financial transactions with unregistered or expired travel agencies for air travel or tour-related services.

The ministry also urged travelers to verify whether a travel agency is registered before purchasing tickets or tour packages by checking the Travel Agency Management System, ensuring that travelers are protected from financial loss and fraud.
