Egypt Inflation Rises to 14.9% in July on Unfavorable Base Effect, CBE Reports

Egypt's annual urban headline inflation edged up to 14.9% in July from 14.3% in June, the Central Bank of Egypt (CBE) reported, attributing the increase primarily to an unfavorable base effect rather than new price pressures. Monthly urban headline inflation held at 0.0%, a sign that actual consumer prices remained stable during the month.

According to Dailynewsegypt, the CBE explained that the annual uptick reflected comparisons with a period of declining prices a year earlier. In July 2025, monthly inflation had recorded negative 0.5%, meaning prices fell. That earlier decline makes the current month's flat reading look larger when measured on an annual basis.

Food Prices Fall While Non-Food Inflation Eases

The stability in monthly headline inflation came as lower food prices offset a mild increase in non-food costs. Monthly food inflation declined by 0.6%, with both volatile and core food categories falling for the second consecutive month.

Fresh fruit prices dropped 2.1%, while fresh vegetable prices rose by a mild 0.5%, broadly consistent with typical seasonal patterns. Core food prices fell 0.7%, driven by lower costs for poultry, which declined 4.8%, along with eggs, red meat, and pasta.

Monthly non-food inflation registered 0.3%, its lowest rate since mid-2025. Services inflation rose 0.4%, primarily reflecting higher rents, partially offset by lower Hajj and Umrah expenses. Retail inflation increased by a mild 0.6%, mainly due to higher prices for household cleaning and personal care products.

Annual Core Inflation and Broader Measures

Annual core inflation also edged up to 14.7% in July from 14.3% in June, again reflecting an unfavorable base effect. Monthly core inflation remained at 0.0%, compared with negative 0.3% in July 2025 and 0.3% in June 2026.

Annual food inflation accelerated to 8.0% in July from 5.4% in June, contributing 3.01 percentage points to annual headline inflation. Volatile food inflation surged to 31.5% from 16.9%, reflecting annual price increases of 50.0% for fresh vegetables and 10.1% for fresh fruits.

Meanwhile, annual non-food inflation decelerated to 19.1% in July from 19.9% in June, continuing to hover near the 20% level since early 2025. Regulated-item inflation declined to 11.4% from 13.7%, reflecting slower fiscal consolidation measures. Services inflation remained stable at 27.3%.

Annual rural headline inflation increased to 11.2% in July from 10.1% in June. Nationwide headline inflation, a weighted average of urban and rural consumer price baskets, rose to 13.0% from 12.2%.

Background: Egypt's Inflation Trajectory

Egypt has grappled with elevated inflation for several years, driven by currency devaluation, supply chain disruptions, and fiscal consolidation measures tied to International Monetary Fund reform programs. Non-food inflation has persisted near 20% since early 2025, reflecting entrenched price pressures in services and regulated items.

The CBE has been monitoring inflation closely as it calibrates monetary policy. A base effect occurs when annual figures rise not because current prices jumped, but because prices in the comparison period a year earlier were unusually low. This statistical phenomenon can inflate annual readings even when month-to-month prices are flat or falling.

Why It Matters for Egypt and Emerging Markets

The divergence between flat monthly prices and rising annual inflation highlights the complexity of Egypt's inflation outlook. For policymakers, the stable monthly reading suggests that underlying price pressures may be cooling, even as the annual figure remains elevated.

For developing economies broadly, including those in South Asia that face similar IMF reform pressures, Egypt's experience illustrates how base effects can complicate the inflation narrative. A high annual number does not always signal deteriorating conditions — context matters.

The decline in core food prices for two straight months, along with the lowest monthly non-food inflation since mid-2025, could signal a gradual easing path ahead, provided no new shocks materialize. However, with non-food inflation still near 20% and services inflation above 27%, significant price pressures remain embedded in the economy.
